On the journey of building a knowledge-driven university full of aspirations, Trưng Vương University has always regarded its lecturers as the “beacons of light” guiding students. Recently, the university was honored to welcome the arrival of Dr. Hà Huy Tuấn – a distinguished lecturer, known as a “silent ambassador,” who quietly yet persistently accompanies the younger generation on their path of learning and growth.
A Knowledge Journey Reaching Global Heights
Dr. Hà Huy Tuấn is a familiar name in Vietnam’s research and economic policy-making circles. He earned his PhD in Economics, specializing in Finance and Banking, at the Academy of Finance (2003), following extensive study and research in the United States:

Master of Public Administration (Finance), John F. Kennedy School of Government – Harvard University (1996), under a full Fulbright scholarship (USA).

One-year postgraduate program in International Taxation, Harvard Law School (1995), also under a full Fulbright scholarship.
His academic experiences in world-class education environments equipped him with a solid knowledge base, modern management thinking, and a deep aspiration to contribute to the nation.
Milestones in Management and Policy Career
Upon returning to Vietnam, Dr. Hà Huy Tuấn held several key positions in the national financial management system:

Vice Chairman of the National Financial Supervisory Commission of Vietnam (2008–2019).

Director General, Tax Policy Department, Ministry of Finance (2006–2008).

Deputy Director General, International Cooperation Department, Ministry of Finance (2006).

Notably, he was Deputy Head of Vietnam’s negotiation team for accession to the World Trade Organization (WTO) – a historic milestone in the country’s economic integration.
For his remarkable contributions, he was awarded the Third-Class Independence Medal, honoring his enduring efforts and valuable service to Vietnam’s economic development.
A New Chapter with Trưng Vương University
After many years dedicated to policy-making and public administration, Dr. Hà Huy Tuấn shared that he always longed to return to academia – a place where he could ignite passion, guide, and empower the younger generation. Trưng Vương University, with its practice-oriented training approach, was the ideal choice for him to continue sowing seeds of knowledge.
He is likened to a “silent ambassador”: not loud, not ostentatious, but steadfast in walking alongside students, helping them shape their thinking, nurture their aspirations, and confidently pursue their careers.

The presence of Dr. Hà Huy Tuấn at Trưng Vương University not only brings valuable knowledge and experience but also instills in students the belief that with aspiration and perseverance, anyone can achieve success.
As Dean of the Faculty of Management & Business, he will join the teaching staff in cultivating a creative learning environment, where every student is inspired with passion and empowered to go further and stronger on their journey.
